UNION YOUTH GROUP CONSTITUION

| CONSTITUTION |
|
|
Article 1.NAME |
|
The organization
shall be called GHANA UNION YOUTH GROUP IN AUSTRIA, being a non-profit
making body and a sub-section of the Union of Ghanaian nationals
in Austria, hereafter referred to as the Youth Group of GUY.

Article 2.LOCATION |
|
The seat of
the Youth Group shall be in Vienna where all business shall be
transacted through the accredited office of the elected committee.
|
|
Article 3.MEANS OF ACHIEVING THE OBJECTIVES |
|
The preamble shall
be achieved through organizing
a. Periodic interactions (meetings and social gatherings, and
educational activities)
b. Annual General Meetings
c. Exhibitions, Symposia, Seminar, Excursions, Discussion forums
and Workshops
d. Publications and Internet interactions
e. Support, participation and involvement of parents and members
of the Union in the Youths functions and activities.

Article 4. MEMBERSHIP |
|
1. Membership
of Ghana Youth shall be open to every Ghanaian youth and their
friends who are legally domiciled in Austria and are properly
registered with GUY.
Three categories of membership shall be recognized
a. Ordinary membership: open to Youth of Ghanaian background.
b. Honorary membership: open to Ghanaians and other nationals
who have demonstrated interest in the GUY and / or in the promotion
of educational and social contacts between Austria and Ghana.
Honorary membership shall be conferred on the aspirant upon recommendation
of the committee and majority approval of the membership at meetings.
c. Extra-ordinary membership: open to parents who are not qualified
under a and b of this article but associated with the Ghanaian
Youth and other educational groupings or bodies.
2. Admission to membership
a. This shall be declared at general meetings of GUY
b. Continued membership shall be dependent upon adherence and
compliance with the spirit and letter of this Constitution.
3. Membership ceases as a result of personal withdrawal or proven
misconduct or disqualification of grounds of non-compliance with
the Constitution.

Article 5. RIGHTS AND OBLIGATION OF MEMBERS
|
|
1. Members
are entitled to participate in all functions and activities organized
by GUY and have the right to utilize all facilities provided by
it.
2. Members shall be committed to support the aims and aspirations
of the GUY as enshrined in the Preamble to the constitution and
to abstain themselves from any action detrimental to the reputation
and purposes of GUY.
3. Only ordinary members shall exercise the passive and active
voting rights.
4. Every member shall be committed to pay membership dues, which
shall be determined by GUY at the Annual General Meeting.

Article 6. WELFARE MATTERS |
|
1. The Youth
Group shall give one the opportunity to meet people of similar
background and relate to them, support and assist each other,
feel more confident about oneself, establish great contacts by
being in the Youth Group where people have similar interests,
ambitions and general outlook towards life.
2. GUY shall organize such social and educational activities that
may be considered reasonable for the normal entertainment and
enjoyment of its members and their invited friends and well-wishers.

Article 7. ADMINISTRATION |
|
1. The affairs
of GUY shall be conducted by the full membership, which shall
convene once every 12 months for the Annual general Meeting and
other periodic meetings.
2. The elected committee shall carry out the day-to-day administration
of the Youth Group.
3. Funds for running the Youth Group shall be obtained through
the following:
a. Membership dues which shall be payable at general meetings
b. Contributions from Ghana Union
c. Donations and gifts from members, non-members and well-wishers
d. Proceeds from special fund raising activities
e. Any other legitimate sources

Article 8. STRUCTURE |
|
The organs of the Youth
Group are the members, the Annual General Meeting(AGM), the Organizing
Committee(OC) and Parental Coordinators(PC).

Article 9. MEETINGS |
|
1. Annual
General meetings (AGM) shall be held once every year and a quorum
shall either consist of one-third (1/3) of the total membership
of GUY or forty-five (45) minutes after the stipulated time with
the presence of the Speaker, Organizing Secretary, Treasure, two
coordinators (Elders) and two floor members. Business at the AGM
shall include:
a. The speaker's annual report
b. The Treasure's statement of accounts
c. Amendments to the Constitution
d. Resolutions and promulgation of Regulations and standing orders
e. Fixation of membership fees
f. General Elections
g. Discussion of programs
2. Ordinary Meetings
GUY shall hold periodic / committee meetings for the purpose of
transacting ordinary business as shall be determined by the Organizing
Committee.
3. An agenda for all meetings shall be circulated or otherwise
made known to members one week prior to the meeting.

Article 10. ORGANIZING COMMITTEE. |
1.
The Organizing Committee shall consist of the Speaker, the Organizing
Secretary and his Deputy, Treasurer, the Public Relations Officer
and his Deputy.
2. Members of the Organizing Committee shall be elected at the Annual
General Meeting and shall not be remunerated by GUY for the position
or officer and his Deputy.
3. The entire members of the OC shall hold office for a period of
one year and can be eligible for re-election for second and third
times.
4. The entire members of the OC or individuals may be removed from
office only at a meeting by vote of NO-CONFIDENCE
a. For the purposes of Article 10.4, a full calendar month's notice
of intention to that effect, shall have been circulated, by the
initiators or proposers of such an action.
b. General elections shall be held any time the position of the
Speaker becomes vacant.
c. Removal from office shall be effective only after a debate of
charges and upon approval by 2/3 majority of the entire membership
present and voting.
5. The members
of the Organizing committee or any individual shall resign at
a meeting through the Speaker after he/she has given a month's
notice.

Article 11. FUNCTIONS OF THE ORGANIZING
COMMITTEE |
|
1. The Organizing
Committee shall be responsible for the day-today administration
of the affairs of GUY.
2. The Organizing Committee shall liaise with other organizations,
bodies and Institutions of individuals as the case may be and
shall take actions as and when necessary and report to the full
house at the earliest opportunity.
3. In particular, the Organizing Committee shall undertake:
a. Preparation of the program of activities for the year.
b. Organization of all meetings, social and educational activities.

Article 12. DUTIES OF THE ORGANIZING COMMITTEE
(OC) |
1.
The Speaker of GUY shall be elected by a majority vote greater than
fifty-percent (50%). He/She is the leader and represents GUY in
all matters. In particular the Speaker shall
a. Chair and preside over all meetings of the GUY as well as those
of the OC.
b. Initiate actions on programs or proposals for the efficient running
of GUY.
c. Sign all documents on behalf of GUY.
d. Be subjected to the authority of the entire membership as Youth
Group.
e. Be supported by the coordinators.
2. The Organizing
Secretary shall:
a. Maintain records of the proceedings of all meetings and make
this available to members before or during subsequent meetings.
b. Coordinate with the Speaker to prepare an agenda for each meeting
and notify members in good time for proposed meeting.
c. Prepare all documents pertaining to transactions involving
or on behalf of GUY.
d. Be generally responsible for arranging a suitable place for
all meetings.
e. Coordinate exhibitions, Symposia, Seminar, Excursions, Discussion
forum, Workshops and other educational activities as enshrined
in the Preamble to the Constitution.
f. Be assisted in his/her duties by the deputy-organizing secretary.
3. The Treasurer
shall:
a. Keep custody of all finances of GUY.
b. Take steps to open and maintain a proper bank account of GUY's
monies.
c. Disburse GUY's funds as may be directed by the membership through
the Organizing Committee.
d. Present statement of accounts detailing the financial.
4. The Public
relations Officer (PRO) shall
a. Make all relevant preparation and contacts for all social activities,
which is not assigned, to any member or committee of GUY.
b. Take practical steps for all publications and advertise all
activities of GUY.
c. Be assisted by the deputy PRO.
5. In all
cases where the Speaker is not present is not at a meeting, the
Treasure shall chair the meeting. In the absence of the Speaker
and the Treasurer, the eldest among the attending members shall
chair the meeting.
6. Apart from
the Speaker, all committee members shall be elected by a simple
majority vote.

Article 13. COORDINATORS |
|
1. The Ghana
Union shall appoint some members as Youth Coordinators for a period
of two years and shall select two members to assist him or her.
2. The Coordinators shall:
a. Plan with the Youth Group and support programs of activities
and monitor other activities of GUY.
b. Adjudicate and settle all differences concerning GUY and or
its members.
c. Take disciplinary action
d. Organize and conduct all elections for offices of the Youth
Group.

Article 14. ELECTION OF OFFICERS |
|
1. This shall
take place during the AGM and included in the agenda circulated
in the notice for meeting and shall be conducted by the Coordinators.
2. Nomination shall be required from the general membership and
each nomination must be seconded. Any ordinary member can put
his/her name forward for election.
3. Nominees should have fulfilled their financial obligations
to the GUY.
4. In case of an office falling vacant during the lifetime of
any executive committee, a by-election shall be conducted at any
meeting.

Article 15. VOTING |
|
1. An ordinary
member shall have one vote and can be voted for.
2. An ordinary member shall be voted to hold an office provided
he/she has been an active member of GUY.
3. Extra-ordinary members shall exercise only the acting voting
rights.
4. Honorary members shall not have the right to exercise any voting
right.
5. Voting at meetings shall by show of hands or by secret balloting,
which ever the meeting so decides.
6. Except as otherwise stated for under this constitution, absolute
majority (>50%) shall decide issues at meetings.

Article 16. AMENDMENTS TO THE CONSTITUTION
|
|
1. Any of
the articles of the constitution shall be amended by 2/3 majority
of all members present and voting.
2. The amendment is to be circulated to members 2 weeks in advance
of the AGM at which the amendment is to be discussed and voted
upon.

Article 17. DISSOLUTION OF THE YOUTH GROUP
|
|
1. GUY may
be dissolved by a decision of the full house/membership and the
Union of Ghanaian Nationals in Austria.
2. Reasons for the dissolution shall be circulated to members
and the leadership of the Union 2 weeks prior to the meeting at
which the dissolution is to be effected.
3. Dissolution of GUY shall only be effective by 2/3 of registered
membership attending and voting for.
